Overview
The Director of Compliance and Grants Administration, reporting to the Senior Vice President for Programs, will lead organizational accountability of compliance in general, with a specific focus on compliance to donor requirement for all grants and contracts. The Director will ensure the compliance of all cost proposals and grant budgets in alignment with CMMB’s global strategy and all relevant donor rules and regulations and will ensure all grants administration needs are met. This position will be based in New York, NY. This role is expected to lead strategically on all program compliance matters and will also engage actively in operational activities.
Responsibilities
- Review and coordinate the successful fulfillment of all donor requirements for grants, contracts, subcontracts and other related agreements, ensuring that all contractual obligations are met, and terms and conditions protect CMMB.
- Assist and advise Country Offices to ensure full compliance with USG and other donor regulations.
- Provide recommendations for corrective actions regarding compliance issues.
- Lead or assist with internal investigations as necessary.
- Lead the development of and maintain the global compliance calendar and all associated requirements.
- Partner heavily with Programs Department colleagues, and interface as necessary with external partner agencies, including processes surrounding proposal development, implementation, subrecipient monitoring, reporting, and fulfillment.
- Assist with single audits, such as the Super Circular, at the US and country level.
- Support the improvement of internal controls surrounding the financial and administrative aspects of grants management.
- Lead or assist COs in collecting payments due CMMB by major donors or partners which are managed by Programs Department.
- Lead staff training and orientation on contracts/grants, procurement, and subrecipient processes and policies.
- Lead the employees in the department on matters of compliance, ensuring clear goals and accountabilities are established and achieved. Produce systematic performance indicator reporting to inform management as to progress, roadblocks, and other relevant performance details.
- Write, assist, and/or update internal CMMB policies and procedures in conjunction with Finance, IT, HR, Volunteer Program and/or Country Offices, as appropriate, as well as ensure they meet minimum donor and INGO industry requirements. Assist or take the lead on policies that do not clearly belong to Finance, IT, HR, Strategy, or Volunteer Program.
- Maintain and update grant and contract templates which include terms and conditions protecting beneficiaries, CMMB, and third parties, if applicable (e.g., the donor)
- Backstop other Program staff or serve as delegated authority when they are out-of-office, including the SVP Programs, as needed.
- Track all major CMMB awards in coordination with Partnerships and Country Offices as well as advise them on compliance issues.
- Brief Executive Team and all staff on a regular basis on current state of grants and compliance.
- Assist Country Offices in operational issues such as legal registration, lease reviews, and other administrative or operational matters.
- Assist other HQ departments, including Strategy and Partnerships, on contract and grant reviews and questions.

Required Knowledge, Skills, and Abilities
- At least 10 years of progressively responsible leadership experience in all aspects of grants compliance at the prime and sub-grantee levels for both US Government and other bilateral, multilateral, and restricted grants.
- Excellent knowledge of and experience with US Government grant and related NICRA accounting, budgeting, compliance, funding & reporting requirements.
- Experience in a nonprofit organization with an operating budget of at least $20m is desirable.
- Experience participating in the process of submitting and implementing large-scale, complex bids of multimillion dollar value with proven success is required.
- Exemplary writing, editing, and communication skills.
- Must be comfortable working for a faith-based organization.
- Master’s degree or commensurate experience is required.
- Formal training in US government grants circulars, procurement, and/or contract management as well as their application in real-life is required.
- Strong interpersonal, organizational and communications skills.
- Demonstrated writing and editing skills appropriate for competitive proposal submissions and timely, accurate and complete reporting requirements. Assist in portal submissions such as GrantSolutions.
Desired Knowledge, Skills, and Abilities
- Working knowledge of Spanish and/or French is helpful but not required.
- Knowledge of technical areas and terminology surrounding maternal and child health, nutrition, water and sanitation, and HIV/AIDS is desirable/helpful, but not required.
- Experience working in sub-Saharan Africa and/or international public health is helpful but not required.
