Department Summary

The Country Programs department plays a critical role in helping CMMB achieve its vision by leading the provision of high quality programs focused on children’s and mothers’ health, and particularly in the development and implementation of the CHAMPS model. This team is also responsible for generating revenue from and partnering effectively with government(s), large foundations, and other major donors, and will help to position and enhance CMMB’s technical capacity and reputation in the field of global healthcare.

Job Summary

The Specialist, Operational Analyst, reporting to the Senior Vice President of Country Programs, will support the full portfolio of programs globally. The Specialist will develop and coordinate country office and proposal budgets, in alignment with CMMB’s global strategy. The specialist will provide analytical review (from the full range of perspectives – operational performance, financial and compliance), make recommendations and assist in the implementation of approved recommendations to enable effective management, “burn rates”, ensuring donor requirements, reports and compliance is met. The Specialist will be a member of the Resource Mobilization, Grant Acquisition, CHAMPS and Grants Management and Compliance cross functional teams. This position will be based in New York, NY and will require some travel.

Key Responsibilities

· Assist the Country Offices, Country Programs and Partnerships Departments in the preparation of proposal budgets and budget notes; and budget templates for CHAMPS sites

· Track and monitor administrative expenses compared to programmatic expenses

· Develop a log of the approved NICRA/UNR rates accepted by each donor

  • Closely monitor on a monthly basis each project’s burn rate within a given country
  • Ensure maximum use of allocated funding amounts of SPCs and NY-based TA

· Provide operational analysis, review and recommendations per project/grant and for the CO at an overall level

· Coordinate the development and roll out of a standardize CMMB global inventory management system to support the proper disposition of goods

· Monitor the monthly distribution of budget to actual report and subsequent responses to questions raised and reclassifications of expenses

· Monitor the completion of the financial portion of quarterly, bi-annual and annual reports to support the timely submission of all donor reports

· Assist Country Offices to prepare their annual budgets and provided feedback

· As needed, support Program Design & Quality, Grant Acquisition, Management & Evaluation and, the Country Offices in the preparation of budget notes

· As needed, support Program Design & Quality, Grant Acquisition, Management & Evaluation and, the Country Offices to develop proposal budgets which maximize SPC coverage (15%) and NY-based TA (5%)

Qualifications & Requirements

Competencies and skills

· Committed to CMMB mission, values and strategy.

· Strong communication, interpersonal and process management skills

· Ability to exercise strategic judgement on multiple assignments at once; high level of organization, sensitivity to deadlines, and ability to work quickly; high level of self-motivation and action-orientation.

· Understanding of the need for administrative rigor as part of good grant management; perspective on the appropriate balance between substance and process operation in multi-donor environment.

· Understanding of cultural and contextual differences and ability to work effectively with a multicultural staff and colleagues/partners.

· General knowledge of accounting, finance, and cash flow under the guidelines of the US government, including NICRA.

· Knowledge of technical areas surrounding maternal and child health, nutrition, water and sanitation and HIV/AIDS is helpful.

· Demonstrated ability to analyze and interpret quantitative and qualitative information.

· Advanced skills in Microsoft Office, especially Excel, and significant experience in using various software, database tools and platforms.

Required experience and demonstrated results

· 3-5 years’ experience in an operational analysis and review role, with a compliance-oriented environment, exposure to US government rules and regulations such as CFR200, OMB circulars, and federal travel regulation preferred.

· Must be comfortable working for a faith based organization.

Education and/or certification

· Bachelor’s degree required
